| In many associations, there is a master meter for utilities and
the association pays the utility bill for the entire complex as a
common expense.> Sometimes it appears unfair when some units usage
of the utilities are excessive and yet the owner of that unit may
pay less than his or her neighbor, even though the neighbor's usage
may be low.> The law allows the board of managers to establish a
system of master metering of public utility services and collect
payments for the unit owners' usage. The board must provide the unit
owner with a copy in writing of the formula> used for allocating
utility payments among the unit owners. The total of payments under
the formula for the property as a whole for a billing period may
not exceed the sum demanded by the public utility. The formula must
be reasonable, it must include all those that use that public utility
service, and it may reflect variations in unit size or usage. |
